Report Executive Summary
Ahli
Hospital Wind Energy Project (AWEP) is an EU funded
pilot project that involves the design and
implementation of a wind turbine system at Al-Ahli
hospital to help meets its energy needs and serves
as a capacity building exercise to encourage and
assist similar projects to be implemented in other
similar health organizations. A successful
implementation of this project will avoid and
minimize the risks of power intermittencies,
decrease costs and improve the efficiency of an
in-hospital power generation. This action will
further include a series of awareness-raising
workshops for the community, local and international
study visits and tours, training sessions, field and
feasibility studies of potential sites for wind
generation in Palestine and a detailed study of the
Al-Ahli location to identify the best site for wind
generation.
The
project activities will be implemented based on an
international partnership and a local association
to enrich the project with the required expertise.
The implementation phases of this project are
divided into six work packages that will lead to
achieve the project objectives. These work
packages are :

AWEP is the first in type and size in Palestine,
hence it needs more areas to explore especially in
the wind resource assessment and the wind turbine
installation and integration. Therefore the
implementation of some core activities in WP1 and
WP2 will require specific attention. So it’s
expected that many challenges will appear during the
project implementation. However, the proposed
project framework is still convenient and will
ensure the objectives achievement which will lead to
install the most suitable wind turbine and to
disseminate the renewable energy concept all over
the Palestinian territories.
Future Recommendations
The
following recommendations are important for the
success of the project implementation:

The
EU Financial Management is kindly requested to
consider the changes in the budget as mentioned
in section 3.4.

The
Palestinian Energy Authority (PEA) is asked to
start building new polices to support and
encourage Renewable Energy sources and
connections to the grid ," those policies are
the most important step towards building
national renewable energy systems".

Cooperation Needed with the Israeli authorities
to facilitate the system import and permission
required to the installation .

Working with Renewable Energy Centers at An-Najah
National University to build the renewable
energy map for Palestine. There are already
efforts in this direction, but need to be
supported at a national and international
levels.
Hebron
Electric
Power
Company
(HEPCO) is required to Study and supports the project
needs to connect the extra power delivered by the
system to feed the grid in the scenario of
connecting the system directly to the hospital
